Yay! The appearance of this guy. I love this guy. He's certifiably crazy. He's like scar central. And to me, I dunno if it means the same thing to you, it means he's a pretty mediocre fighter. Especially next to orange cream-head who's been going all 'Terminator' on the past few pages, who, if you'll notice, is scar free.
